Tobacco

Cigarettes are crops. Therefore, they take away from food producing land to fuel an unhealthy addiction. The goal will be to reduce the consumption of tobacco which will benefit the person, and the country’s food supply. With that in mind, there will be some restrictions that would be in place to discourage tobacco consumption. Since the goal is to reduce the consumption, there will be barriers in place that will require the customer to have in order to buy any tobacco product.

First, tobacco may only be sold in tobacco stores. This will reduce the chance of someone being curious on trying cigarettes if they don’t see it on the store shelves, or behind a counter. Since tobacco can only be sold in tobacco stores, this will mean there is less acceptance for tobacco. The tobacco store must pay a much higher license fee for acquiring their business, and will be considered as a drug for purpose of penalties. This means a regular store is legally not allowed to sell tobacco. Since the government decides fees for licensing, they can impose the $600 license fee on the business.

Next, the smoker must get a license to smoke. This sounds authoritarian, but the goal is to make it as inconvenient as possible to smoke, or otherwise consume tobacco. The license fee is $25/month, and must be paid monthly for the month they wish to smoke. The tobacco store can not sell to someone without a tobacco consumption license. This friction will discourage people from starting with the habit. The consumer must be at least 18 to acquire a tobacco consumption license.

Cigarettes can’t be consumed inside a government housing project. This means the consumer must go outside to consume cigarettes. Anyone caught smoking in their unit, will have a chance of facing an eviction which will apply to all government housing. This is intended to cause friction on the act of smoking, and therefore make it less convenient. One has to decide to abstain from smoking, or being required to go outside to smoke. For housing projects, there will be cigarette trash cans that they can put out their fire, and insert the butts in the can. This is to keep the area clean. Anyone caught throwing their butts on the grounds can face a fine, or worse. Private property owners will make the decision if they will allow smoking inside their properties.
